Dr. Thomas Steffen

Dr. Thomas Steffen is State Secretary at the Federal Ministry for Economic Affairs and Energy. He holds a doctorate in law from Johannes Gutenberg University Mainz, with additional studies at the London School of Economics.

With decades of experience at the highest levels of German public administration, Dr. Steffen has held a series of senior leadership roles. Most recently, he served as State Secretary at the Federal Ministry of Health (2019–2025). Before that, he was State Secretary at the Federal Ministry of Finance (2012–2018), where he also led the Europe Division (2010–2011). From 2002 to 2010, he was Executive Director of Insurance Supervision and Board Member at the Federal Financial Supervisory Authority (BaFin). Between 2007 and 2009, he additionally chaired the Committee of European Insurance and Occupational Pensions Supervisors (CEIOPS).
